How to Appeal + Settle Fines Under No Contact Apprehension Policy

(SPOT.ph) There are two things you can do when you receive a Notice of Violation under the No Contact Apprehension Policy (NCAP): appeal the violation or settle the fine. Either way, this quick guide has you covered—and the best part is, you won’t even need to leave the house!
A word of caution: Ignoring your violation could land your vehicle on the Land Transportation Office’s (LTO) alarm list, which could prevent you from renewing your registration later on. Regardless of whether you plan to appeal or pay, make sure to act quickly.

How to appeal an NCAP violation
If you think the violation was issued by mistake, you can file an appeal by scanning the QR code provided in your notice or visiting the online filing platform of the Metropolitan Manila Development Authority's (MMDA) Traffic Adjudication Division.
Once on the form, you’ll be asked to fill in your details and upload any supporting documents—such as dashcam footage or pictures—to support your case. As mentioned, there’s no need to personally appear at MMDA offices for this.
You can also file your appeal in person at the MMDA Head Office at Julia Vargas Avenue corner Molave Street, Barangay Ugong, Pasig City. Appeals are accepted between 7 a.m. and 4 p.m. from Monday to Friday.
The MMDA has assured the public that violations captured under NCAP are not automatically penalized based solely on CCTV footage. All flagged incidents are manually reviewed by MMDA NCAP personnel before a Notice of Violation is issued.
“Mano-mano po itong susuriin ng mga personnel ng NCAP. Mai-invalidate po ito kung mali ang pagkakahuli lalo na kung mave-verify na nag-give way sa mga emergency vehicles,” the MMDA told reporters.
How to pay the NCAP fine
