Therefore persons with disabilities (PWDs) need all the benefits and privileges that can help improve their quality of life. But most PWDs are only familiar with the usual perks and discounts on food and fares that PWD IDs afford them, along with access to priority lanes in public spaces.

PWD Benefits in the Philippines

1. Legal Rights and Protection

Recognizing the unique challenges faced by individuals with disabilities, the government, through Republic Act No. 7277 or the “Magna Carta for Disabled Persons,” aims to empower PWDs by giving them access to social, economic, and political opportunities.

The Magna Carta for Disabled Persons is a fundamental law that safeguards the rights of PWDs. It protects individuals with disabilities from discrimination across various sectors, including employment, education, and public services, and outlines the entitlements and benefits that PWDs are eligible to receive.

Other laws supporting PWDs include Batas Pambansa Blg. 344, which requires buildings and public spaces to install facilities like sidewalks, ramps, and railings for accessibility.

Republic Act No. 11650 or the Inclusive Education Act of 2022 provides learners with disability access to inclusive and quality education.

Further, Republic Act 10754 provides PWDs with at least a 20% discount and exemption from value-added tax on certain goods and services.

2. Health Benefits

PWDs are entitled to several health-related benefits, which include:

PhilHealth Coverage
PWDs automatically qualify for PhilHealth insurance, offering them access to essential health services. The government has expanded this coverage to include premium subsidies, making healthcare more accessible for PWDs and their families.

Additionally, they can avail themselves of a 5% discount on basic commodities through programs established by the Department of Trade and Industry (DTI) and the Department of Agriculture (DA).

In addition to national laws, some cities and provinces offer extra benefits for PWDs. For instance, Cebu City provides cash assistance and free parking for three hours, while Quezon City, Makati City, and Baguio City offer free movie admission on specific days.
