What’s Happening to Camp John Hay in Baguio City?

Transfer of ownership to the BCDA is only the beginning.

(SPOT.ph) After years of court rulings, Camp John Hay in Baguio City is back in government hands. This follows a Supreme Court decision that finalized the Bases Conversion and Development Authority's (BCDA) takeover of the iconic mountain retreat, putting an end to the nine-year legal feud with its private developer, Camp John Hay Development Corporation (CJHDevCo).

The conflict originated from a 2015 arbitral ruling that nullified the lease agreement with CJHDevCo, citing mutual breaches of contract. The case is complex, but the gist is that CJHDevCo was ordered to vacate the property, while BCDA was ordered to refund P1.42 billion for the former’s investments. That amount has since been paid, clearing the path for the government to step in.

Now, the BCDA has taken full control of key facilities, including The Manor, Forest Lodge, Golf Course, CAP Convention Center, Commander’s Cottage, Security Office, and other areas. In total, the transfer of ownership includes approximately 240 hectares of Camp John Hay's 600-hectare expanse to the BCDA.

The government called it “a victory for the Filipino people.”

“[This] paves the path for exciting investments and projects that will drive socioeconomic opportunities and protects the interests of all,” BCDA President Joshua Bingcang said in a statement. “As we open new doors of opportunity, more businesses may reinvest their capital in Camp John Hay and build upon the workforce; all while ensuring that the environmental and cultural integrity of the area are preserved and protected.”

“Guests need not worry”

So, what does this actually mean for the guests who visit the property?

The BCDA said it’s business as usual at Camp John Hay. Current facilities like The Manor, Forest Lodge, and Golf Course remain operational, with BCDA issuing new lease agreements to ensure business continuity. Your out-of-town weekend staycation is safe for now.

In addition, Bingcang said the Mile Hi Center—a popular spot for restaurants, outlets, and souvenir stores—will be the first to undergo renovations. Bingcang shared that the awarding process for the project is expected to be completed within the first quarter of 2025.

“Immediately this first quarter, gagawan na namin ng award ‘yung project na ‘yun para mas maraming choices ang ating mga families when they enter Camp John Hay. You will see a lot of developments,” Bingcang said.

Manny V. Pangilinan’s real estate development Landco Pacific Corporation has been tapped by the government to take over interim management of The Manor, Forest Lodge, and the CAP Convention Center for one to two years as BCDA searches for long-term arrangements with new private partners. 

“We are happy to assist the BCDA in this interim transition. Camp John Hay must realize its potential as a special economic zone. This is a significant first step,” Pangilinan said. “We have assembled a highly capable team to make sure that these legacy properties are protected and enhanced as cornerstones of Baguio history and tourism. Staff and guests need not worry.”

Meanwhile, Golfplus Management Inc. (GMI) will temporarily manage the golf estate facilities at Camp John Hay. GMI operates driving ranges in Nuvali in Laguna and Alviera in Pampanga.

As for the staff, only general managers are at risk of being replaced. According to Baguio City Mayor Benjamin Magalong, “all other employees below the GM level will stay put.” This arrangement helps maintain day-to-day operations throughout the turnover process.

Local government officials are also hoping to sit down with BCDA representatives to resolve issues surrounding Baguio City’s share in the property, as outlined in the 19 conditions established in Resolution No. 362, series of 1994 when the national government first allowed the Camp John Hay’s lease for development. Such conditions were designed to ensure that Camp John Hay would be beneficial to the local community, environmentally sustainable, and respectful of existing settlements and resources.

The BCDA said it will review—and maybe even update—the original John Hay Master Development Plan of 1994 to align with modern priorities like eco-tourism, infrastructure improvements, and technological innovations to enhance visitor experiences while also preserving the natural beauty of the retreat.

Mass transportation is another major focus for BCDA as it seeks to alleviate the notorious traffic congestion in Baguio City. Remember that feasibility study on cable cars at Camp John Hay in 2024? BCDA is spearheading that initiative, too.

The history of Camp John Hay

Camp John Hay was established as a military rest and recreation center for American soldiers in 1903. It was turned over to the Philippine government in 1991, with the BCDA tasked to repurpose the former base into a center of economic growth.

The BCDA is the government corporation in charge of converting lands once used by U.S. forces in the Philippines. They were signed into law by the late President Cory Aquino in March 1992 under Republic Act 7227. Several developments have been made under BCDA alongside private partners and investors, including Bonifacio Global City, Clark Freeport Zone, New Clark City, Bataan Technology Park, and more.

In 1996, BCDA leased a 247-hectare portion of the camp to the CJHDevCo for development under a 25-year agreement, with an option to renew for another 25 years.

However, due to mutual breaches of contract, the agreement was terminated prematurely in 2015. This decision was finalized by the Supreme Court in 2024, leading to BCDA's reclamation of the property.
